Below are two documents in the early 1900s that deal with placing the Paracel (Hoang Sa) Islands and the Spratly (Truong Sa) Islands under the administrative governance of Vietnam's Thua Thien and Ba Ria provinces, respectively.
Imperial ordinance (Dụ) dated 30 March 1938 of H.M. Bảo Đại joining the Hoàng Sa archipelago to the province of Thừa Thiên.
DECISION of the Governor of Cochinchina dated 21 December 1933 joining the islands and islets of the Spratly to the province of Bà Rịa (Cochinchina)
