Hãng thông tấn Reuters đưa tin Australia đang tìm cách trấn an Trung Quốc rằng kế hoaÌ£ch triÌ£ giá 72 tỷ Mỹ kim nhằm tăng gấp đôi số tàu ngầm và mua thêm tàu chiến có khả năng chở tên lửa phòng thủ đaÌ£n đaÌ£o của nước này không nhằm vào Trung Quốc. Thứ Bảy 02/05, Úc sẽ cho ra sách xanh, tức báo cáo chi tiết, về chiến lÆ°Æ¡Ì£c quốc phòng của nước này trong 20 năm tới. 

Trong đó có viêÌ£c mua 12 tàu ngầm hiêÌ£n đaÌ£i, đôÌ£ng thái mà các chuyên gia cho rằng có thể khiến Trung Quốc cảnh giác và làm leo thang chaÌ£y đua vũ khí taÌ£i Tây Thái Bình DÆ°Æ¡ng.

Thủ tướng Australia Kevin Rudd phát biểu vào sáng thứ Sáu 01/05 rằng: "Rõ ràng môÌ£t số nÆ¡i trong khu vÆ°Ì£c châu Á-Thái Bình DÆ°Æ¡ng đang diễn ra tình traÌ£ng tăng cường quốc phòng".

"Chúng ta cần có cách tiếp câÌ£n bình tĩnh, chừng mÆ°Ì£c và trách nhiêÌ£m đối với tÆ°Æ¡ng lai, bảo đảm rằng quân đôÌ£i, hải quân và không quân của chúng ta có đủ các nguồn lÆ°Ì£c cần thiết trong tÆ°Æ¡ng lai."

Australia đã bắt đầu môÌ£t chÆ°Æ¡ng trình nâng cấp quân đôÌ£i triÌ£ giá 44 tỷ đôla Mỹ, bao gồm mua thêm các khu truÌ£c haÌ£m, hỏa tiễn, chiến đấu cÆ¡, hàng không mẫu haÌ£m, xe tăng và trÆ°Ì£c thăng.

Cùng lúc, môÌ£t số quốc gia Đông Nam Á cũng đang có kế hoaÌ£ch tăng số tàu ngầm của hoÌ£. Thí duÌ£ Indonesia điÌ£nh mua thêm 12 chiếc trước 2024 để tuần tra các nÆ¡i xa xôi. 

Singapore, Thái Lan, Malaysia, ViêÌ£t Nam, Hàn Quốc, Bangladesh và Pakistan đều đang mua thêm tàu ngầm. Riêng Singapore sẽ có thêm sáu chiếc trước năm 2016.

Trung Quốc và Ấn ĐôÌ£ cũng đang lắp đặt các tàu chiến sử duÌ£ng năng lÆ°Æ¡Ì£ng haÌ£t nhân. Bắc Kinh điÌ£nh mua năm chiếc có kèm tên lửa chiến lÆ°Æ¡Ì£c JL-2 với tầm che phủ 8.000 km.

Thủ tướng Rudd, môÌ£t người nói tiếng Trung thành thaÌ£o, đã cố gắng xóa bỏ nghi ngờ rằng chính sách của Úc là để đối troÌ£ng laÌ£i với kế hoaÌ£ch củng cố hải quân của Bắc Kinh.

Trung Quốc quan ngaÌ£i

Tuy nhiên ông Rory Medcalf, chủ nhiêÌ£m chÆ°Æ¡ng trình an ninh quốc tế của viêÌ£n nghiên cứu thuôÌ£c ĐaÌ£i hoÌ£c Lowy, nhâÌ£n điÌ£nh rằng khi chứng kiến các chi tiết trong chiến lÆ°Æ¡Ì£c của Úc, Bắc Kinh không thể không quan ngaÌ£i.

"ViêÌ£c Australia loan báo môÌ£t cách không khéo léo kế hoaÌ£ch này sẽ khiến người ta thêm tin rằng Úc lâu nay luôn lo ngaÌ£i về Trung Quốc. Và tất cả các tiếng đôÌ£ng này đều sẽ vang voÌ£ng laÌ£i ở Bắc Kinh."

Australia cũng đã ký môÌ£t thỏa thuâÌ£n an ninh với đối thủ của Trung Quốc là NhâÌ£t Bản. Hai nước này đều có hôÌ£i đàm an ninh quốc phòng hàng năm với Hoa Kỳ, điều từng biÌ£ Trung Quốc chỉ trích.

MôÌ£t số quan chức ngoaÌ£i giao cao cấp và hoÌ£c giả Trung Quốc nói với tờ thời báo The Age rằng hoÌ£ ngaÌ£c nhiên trước thái đôÌ£ diều hâu môÌ£t cách đôÌ£t ngôÌ£t của ông Rudd, nhất là trong khi ông vẫn nói là muốn cải thiêÌ£n quan hêÌ£ và thÆ°Æ¡ng maÌ£i với Bắc Kinh.

Giáo sÆ° môn quan hêÌ£ quốc tế ĐaÌ£i hoÌ£c Nhân dân ở Bắc Kinh, ông Shi Yinhong, nhâÌ£n điÌ£nh: "Trung Quốc chắc chắn sẽ không chấp nhâÌ£n viêÌ£c Australia theo đuổi chủ thuyết về cái goÌ£i là đe doÌ£a của Trung Quốc".

Theo kế hoaÌ£ch, ở phía bắc Australia sẽ luôn luôn có ít nhất bảy tàu ngầm hiêÌ£n diêÌ£n ngay gần các eo biển trên đường đi Indonesia.

Australia sẽ còn xây dÆ°Ì£ng thêm tám chiếc tàu chiến troÌ£ng tải 7.000 tấn, được trang biÌ£ hêÌ£ thống phòng thủ tên lửa đaÌ£n đaÌ£o, cùng môÌ£t loaÌ£t máy bay thám thính đaÌ£i dÆ°Æ¡ng.

Nước này đã ký hÆ¡Ì£p đồng mua 100 chiến đấu cÆ¡ F-35 của hãng Lockheed Martin Corp LMT.N nhÆ°ng hÆ¡Ì£p đồng này có thể biÌ£ châÌ£m tới 2014-2015 vì tình hình khủng hoảng kinh tế.

Úc muốn quân đôÌ£i tuy nhỏ nhÆ°ng tinh thuêÌ£ của mình có đủ trang thiết biÌ£ hiêÌ£n đaÌ£i để đóng vai trò hàng đầu trong vùng biển lân câÌ£n Nam Thái Bình DÆ°Æ¡ng và có thể vÆ°Æ¡n xa trong khu vÆ°Ì£c.

Chủ quyền Nam Hải

Trong môÌ£t diễn biến khác, báo giới tiếng Hoa cho rằng Trung Quốc hiêÌ£n đang đối diêÌ£n các thử thách mới trong vấn đề chủ quyền biển taÌ£i khu vÆ°Ì£c Nam Hải (biển Đông). 

TaÌ£p chí Kinh tế Hong Kong, xuất bản bằng tiếng Trung, có bài mới viết rằng "môÌ£t số nước đang cố gắng lôi đồng minh Hoa Kỳ vào cuôÌ£c với hy voÌ£ng Mỹ sẽ can thiêÌ£p vào vấn đề Nam Hải".

Tờ này nhâÌ£n điÌ£nh bản thân Hoa Kỳ cũng đang có chính sách nước đôi "can thiêÌ£p nhÆ°ng không lấn sâu" nhằm thu lÆ¡Ì£i tối đa từ thế cuôÌ£c. 

"NhâÌ£t Bản, Ấn ĐôÌ£, Australia và các nước khác đều đang công khai hoặc ngấm ngầm xâm phaÌ£m Nam Hải qua viêÌ£c đánh cá ở vùng biển có vấn đề."

TaÌ£p chí Kinh tế Hong Kong cho hay: "Mới đây, ViêÌ£t Nam, Malaysia, Philippines và môÌ£t số nước khác đã lần lÆ°Æ¡Ì£t thách thức quyền lÆ¡Ì£i của Trung Quốc taÌ£i Nam Hải".

"Có thể các nước này đang muốn lấy chủ đề tranh chấp biển nhằm làm diÌ£u áp lÆ°Ì£c khủng hoảng kinh tế về đối nôÌ£i."

Tờ taÌ£p chí cảnh báo: "NhÆ°ng không thể loaÌ£i trừ khả năng môÌ£t số quốc gia phÆ°Æ¡ng Tây đang bí mâÌ£t kích đôÌ£ng và ủng hôÌ£ các nước này ở hâÌ£u trường với muÌ£c đích kiểm soát Trung Quốc".
